Just like the number 6, the number 28 is a perfect number. What does that mean? Well, if you add up all of its divisors, you get back to your original number. So in the case of 28 this would be 1+2+4+7+14.

How To Make a Roulette Bet on 28
The number 28 is a black number that sits just anti-clockwise from the zero pocket on a European or French Roulette wheel, and right next to the 0 pocket on an American Wheel (not the 00).
So to cover this number, you could go for an even-money bet on black, even or the high numbers. Or you could make a finales bet on 8, which will cover all the numbers ending in 8, so 8, 18 and 28.
If you want a 2:1 pay-out, you can cover it on the third dozen or the lowest column as well as a number of Inside Bets like the Street Bet, the Corner Bet, the Split Bet and the 6 line bet.

One very cool property of the number 28, if you like number tricks anyway, is that it is the only known number which can be arrived at by adding first positive natural numbers (1 + 2 + 3 + 4 + 5 + 6 + 7), OR by adding the first primes (2 + 3 + 5 + 7 + 11) OR by adding up the first non primes (1 + 4 + 6 + 8 + 9). Spooky!
28 is the atomic number of Nickel and in physics it is known as a Magic Number along with 2, 8 and 20. We are not going to go into too much detail of what makes a Magic Number except to say that it is a number of nucleons (either protons or neutrons) so that they can be arranged into complete shells within the atomic nucleus.
It does sound pretty cool, as in “hey croupier, can you lay me 10 pounds on each of the Magic Number, thanks”.
The number 28 is also the average human menstrual cycle (in days).
There are 28 countries in the European Union (as of 2016, although only 27 meet up these days as one country is leaving). There are 28 days in February- the shortest month in the Gregorian Calendar, except in leap years when there are 29.
